Over the years, Pamantasan ng Lungsod ng Maynila has become a powerful name. It is a brand in itself. Recognizing the brand equity the school has earned, the current management team’s unbridled enthusiasm turn on everyone to collaborate in making the “Pamantasan” truly the People’s University. This means, on the one hand, bringing the institution closer to the hearts of the people it serves – the scholars, parents and the citizenry of Manila. On the other hand, this involves refocusing the attitudes of the institution’s faculty and the manpower towards the concept of collective ownership, while at the same time upgrading the physical requirements of the university to be a technology-intensive institution. Further, this means installing for free additional computers and internet facilities and beefing up the library collection towards becoming an e-library.

The Management of the Pamantasan ng Lungsod ng Maynila gears robustly in galvanizing the university into a higher dimension of intellectual leverage as it continues to explore new and better horizons and conceptualize bright ideas in scaling new and greater heights for the University. It is on this context that the Top Management keeps itself on the right track of developing new strategies and plans that endeavor to continuously uplift the mark of excellence and distinction of PLM. Such innovative undertakings aim to increase the intellectual competitiveness and skills proficiency of the Pamantasan scholars. As eloquently explained in the University Code, "It is axiomatic that an institution of higher learning which lays claim to academic excellence, as well as responsiveness to fast-changing social environment, must itself change and grow. It cannot afford to be straightjacketed by its academic cocoon woven by prior minds, no matter how bright, in responding, in their own way, to situations no longer part of new and changed realities."

Governing Board
Board of Regents: The highest policy-making body of the University upon which the governance of the University is exclusively vested by operation of law, including the authority to exercise corporate powers as defined by the Corporation Code of the Philippines.


Chief Executive Officer
University President: The chief executive officer who oversees the policy implementation as defined by the Board of Regents, and administers the overall affairs of the University including its triadic functions or tri-focal mandate of instruction/scholarship, research and community extension/social services. All officers, faculty members and employees of the University are responsible to and under the direction of the President, through their respective unit heads and the Executive Vice President or the University/Board Secretary, as the case may be.


Chief Operating Officer
Executive Vice President: Assists the President in the overall management of the University and serves as its chief operating officer. Designated by the Board of Regents upon recommendation of the President, he actively participates in the direction and coordination of activities pertaining to or affecting both the academic and administrative services of the University. He oversees and supervises the Vice-Presidents and their subordinates, and further enjoys such power that may be conferred upon him by the Board of Regents. (Art. 53, 2005 University Code)

Deputy Executive Vice President: Assists the Executive Vice President in his functions, and acts for and on behalf of the EVP in his absence or incapacity.


The Vice-Presidents
Vice-President for Academic Affairs: Assists the EVP in implementing and carrying out the educational and institutional development plans, and in achieving academic excellence through quality instruction.

Vice-President for Administration: Assists the EVP in supervising university services and physical facilities, and in-charge of administrative support system for all operations of the University.

Vice-President for Finance and Planning: Assists the EVP in the budget planning and financial management system, as well as fund generation, and supervises the preparation of the University's institutional development plan.

The vice-presidents currently occupy permanent administrative items, in contrast with their superior (Executive Vice President) who is designated by the governing board (Board of Regents) and is co-terminus with the term of the University President during which such designation was made, unless otherwise earlier withdrawn for cause or resignation.

Secretary of the University [and of the Board of Regents]: Appointed by the Board of Regents upon recommendation of the University President to serve as the Board Secretary and to keep such records of the University as may be designated by the Board. He takes custody of the corporate seal of Pamantasan, and assists the President in the preparation of the consolidated annual report of the University.

The Administrative Units

Any academic institution could not function and deliver its tri-focal mandate pertaining to academic, research and extension services without the support of administrative services from the various administrative units. The importance of and the significant role that these administrative units are carrying in the realization of the triadic functions of the University depict the emphasis for the sustainability of the operations of the University.

The hierarchy of the University Administration relies heavily on the competent and pragmatic delivery of services of these administrative sector in order to maintain the delivery of high quality education by the academic sector of the University. They are very crucial in the performance of the academic functions of a university.

Functions of the Administrative Units
The administrative agencies and offices of the University function primarily for the purpose of servicing the education program of the institution. Their relationship with the faculty is therefore on the basis of a sympathetic and intelligent interest in the work of all departments with due consideration to the policies and needs of the institutions as a center of learning (Article 63, University Code).

The Specialized Centers
The administrative units are complemented by the various specialized centers of the University which are directly under the Office of the Executive Vice President, together with the vice presidents, and each are headed by a director. These centers specialize on respective fields and disciplines which are along the main agenda and priority developmental thrusts of PLM, and are of utmost importance that have a great bearing on the performance of the functions of the University and in the delivery of services; or those that are valued to be along and are critical to the successful achievement of the developmental thrusts of the University.

The Academic Units

The primary academic units of the University are composed of the various undergraduate colleges, professional schools, the graduate schools and the emeritus college, all of which are under the Office of the Executive Vice-President. There is also the Mabuhay Learning Center for pre-grade children under the College of Human Development (CHD) whose academic coordinator reports to the CHD Dean.
