Pursuant to Civil Service rules, the Pamantasan adheres to the philosophy of widely publicizing the job opportunities to attract the most qualified and dedicated public servants.

Public service is a career reserved only for those whose heart goes to the improvement of the lot of the people they seek to serve. Public servants are selected based on merit, fitness, competence and personal qualities befitting a person of responsibility, morality and ethics.

The Human Resource Development Office (HRDO) spearheads and manages the recruitment of qualified members of the professoriate and staff in conformity with the highest standards of civil service. It serves as the ex-officio Secretariat to the Faculty Selection Board (FSB) and the Personnel Selection Board (PSB) which are currently headed by the Executive Vice President and the University President, respectively.

In keeping with the policies of the Civil Service Commission (CSC), the University publishes the vacant position to be filled in the CSC Bulletin of Vacant Positions and posted in three (3) conspicuous places in PLM and in the institution's official website.
